Panasonic Industry Europe is pleased to confirm alignment of its wireless modules with the newly adopted European Radio Equipment Directive (RED) EN 18031-1:2024. From 1 August 2025, all wireless devices placed on the EU market must comply with all RED cybersecurity requirements. This is a binding precursor to the Cyber Resilience Act (CRA) which aims to secure digital products in the supply chain and to shield customers from security flaws of digital products, including IoT devices. The recent delegated act enhances the cybersecurity framework for radio equipment, requiring all wireless devices marketed within the EU to adhere to these updated standards.
Understanding EN 18031-1:2024 and its compliance implications
EN 18031-1:2024 serves as the harmonized standard for demonstrating conformity with Articles 3.3 (d), (e), and (f) of RED. These articles are now essential for wireless device manufacturers seeking market access in the EU:
- Article 3.3 (d): Network Protection
Devices must not degrade network performance or misuse network resources. - Article 3.3 (e): Privacy Protection
Devices must ensure the protection of personal data and user privacy, regardless of internet connectivity. - Article 3.3 (f): Fraud Prevention
Devices must incorporate safeguards against fraudulent activities, especially those involving monetary or virtual currency transactions.
To align with EN 18031-1:2024, manufacturers must:
- Assess Product Scope
Determine applicability of Articles 3.3 (d), (e), and (f) to your device. - Implement EN 18031 Standards
Integrate relevant cybersecurity controls and protocols. - Conduct a Gap Analysis
Identify and address non-conformities in existing product designs. - Engage a Notified Body
Required for products triggering restricted clauses under RED. - Prepare Technical Documentation
Include risk assessments, technical files, and CE declarations.
Panasonic Compliance
The regulatory landscape for cybersecurity is evolving at a very fast pace. Panasonic Industry has taken a proactive stance in meeting the new cybersecurity requirements and notified customers about compliance of relevant product portfolio in July. Many of its wireless modules are already compliant with EN 18031 1:2024, without requiring hardware or software modifications
Panasonic’s wireless modules are supplied without embedded software or firmware. After performing a Threat Analysis and Risk Assessment (TARA) Panasonic hereby confirms that Article 3.3d is only applicable for a certain number of modules mentioned below.
Panasonic confirms that the following modules are in conformity with RED without modifications to hardware or software:
- PAN9019 Series: ENWF9501C1KF, ENWF9501CMKF, ENWF9511C1KF, ENWF9511CMKF
- PAN9028 Series: ENWF9408A1EF, ENWF9408A2EF
- PAN9026 Series: ENWF9202A1EF
