The Haryana cabinet on Tuesday decided that candidates aspiring to join the state police in the rank of constable and sub inspector (SI) will have to first qualify the written examination after which the successful candidates will undergo physical measurement test.
The cabinet also approved new Haryana Police Service Rules 2017 for the posts of non-gazetted and other ranks under which 100% posts of inspectors would be filled through promotion from the rank of sub-inspector .
The cabinet meeting, chaired by chief minister Manohar Lal Khattar, gave nod to amend the Punjab Police Rules, 1934 in order to bring transparency in recruitment process of constables and SIs, a government spokesperson said.
The candidates seven times the number of vacancies in each category will be declared to have qualified the ‘knowledge test’. Those getting through in the knowledge test will then undergo physical measurement test in which digital measurement devices will be used.
All qualified candidates in the physical measurement test will undergo a physical screening test, which will be of only qualifying nature to judge their physical fitness and endurance. Male candidates will have to cover 2.5 km distance in 11 minutes, while female candidates will have to cover one km in five minutes. An ex-serviceman will have to cover one km in four minutes.
All vacancies in the rank of constable and 50% of the total (both temporary and permanent) in the rank of SI will be filled by direct recruitment through Haryana Staff Selection Commission (HSSC), while 3% vacancies out of the vacancies to be filled up by direct recruitment will be filled up from outstanding sportspersons.
Candidates with graduate-level degree will get three marks, while candidates with post-graduate degree will be given five marks. The candidates having NCC certificate of A, B or C, level shall get 1, 2 and 3 marks respectively and candidates having Haryana Cadet Corps Certificate of A or B level will get 1 and 3 marks respectively.
The Interview test shall be of total 12 marks.
Police service rules amended
The cabinet has approved new Haryana Police Service Rules 2017 for the posts of non-gazetted and other ranks.
These rules would govern the service conditions of all ranks, including general cadre of both men and women in all districts and ranges and of Government Railway Police, Haryana Armed Police and Commando Police Force.
According to new rules, 100% of the posts of inspectors would be filled through promotion from the rank of sub-inspector. In case of sub-inspector, 50% posts would be filled by promotion among assistant sub-inspector and 50% by direct recruitment, out of which three per cent posts would be filled from among outstanding sports persons.
In case of ASIs and head constables, 100% posts would be filled by promotion from among head constables and constables, respectively. Also, 100% posts of constables would be filled by direct recruitment out of which 3% posts would be filled from among outstanding sportspersons.
As far as the age for direct recruitment of sub-inspector is concerned, the candidate should not be less than 21 years of age and not more than 27 years on the date to be specified by the commission or any other recruiting agency. In case of constable, the age should be between 18 and 25 years.
VAT EXEMPTION ON SOLAR DEVICES
The Haryana cabinet has exempted solar devices and equipment or parts used in installation of solar power projects, from the levy of Value Added Tax (VAT) in the state.
At present, VAT of 5% plus surcharge is levied on solar devices and equipment in the state. Punjab, Uttar Pradesh, Delhi, Maharashtra and Madhya Pradesh have already exempted solar energy devices from VAT. This exemption will cost the state exchequer about Rs 2.30 crore.
Solar devices such as solar lantern, solar home system, stand along street lighting system, solar water heating system, solar water pumping system, solar cooker box as well as dish type, solar charger or inverter etc would be exempted from levy of VAT.
